1. Double-check the shortcut path is that correct (Right-click shortcut, Properties> Shortcut tab> Target”). Maybe it should be launching from a shared network location when it’s launching from C: /Program Files(x86)/… Try launch the “efwin32.exe” directly from the Essential Forms program folder. Does that produce the same error? If not, redraw a new shortcut on the Desktop. Check and see if CBDBeng.dll is in the program folder. If not, try #2.
2. Try re-sintalling the latest Judicial Council Update. If that doesn't work, try #3
3. Could be a permissions issue, users need full control (read, write and modify) on the Essential Forms program folder. Try right-clicking the shortcut and “run as administrator.” If you still have the issue, try #4.
4. Maybe the installed anti-virus is preventing that file from getting installed or launched from the Essential Forms program folder.
